According to the exchange of notes between the Embassy of Vietnam and the Embassy of Malaysia about the Agreement concerning the partial abolition of visa requirement for diplomatic, official and ordinary passport holders on the basis of the following provisions, effective from November 25, 2001:
ARTICLE 1
Subject to the provisions of this Agreement, a citizen of either Contracting Party holding a valid passport, issued by the competent authority of their state, shall not be required to obtain a visa in order to enter the territory of the other Contracting Party for the purposes and period of stay as specified in the Appendix to this Agreement. The Contracting Parties may add to the items specified in the Appendix from time to time as may be mutually agreed upon, which shall be effected through the exchange of Diplomatic Notes.
ARTICLE 2
This Agreement shall not exempt the holders of the said passports from the observance of the laws and regulations in force regarding the entry, stay, and departure from the territory of the respective Contracting Parties.
ARTICLE 3
A citizen of either Contracting Party, who is assigned as a member of the diplomatic and consular staff in the territory of the other Contracting Party and in possession of a valid diplomatic and/or official passport including his/her spouse and children if they are holders of valid diplomatic or official passports, shall not be required to obtain visa to enter and stay in the territory of the other Contracting Party for the period of his/her official mission. The names of such person and his/her spouse and children shall be notified to the competent authorities of the respective Contracting Parties fourteen (14) days prior to their entry.
